Joel Joseph – President, Chief Executive Officer & Board Member
Mr. Joseph is a veteran and former commissioned officer in the United States Navy. Following his military service, he supported Headquarters, Department of the Army (HQDA) and the Office of the Secretary of Defense (OSD) as a contractor, playing an integral role in the Pentagon’s post‑9/11 rebuilding efforts. He joined TCSI in 2004, initially leading a multi‑year OSD‑CIO email consolidation initiative that unified all 16 OSD components into a single, secure email system. In 2007, upon successful completion of that project, he became TCSI’s Chief Operating Officer (COO), overseeing the company’s expanding Department of Defense (DoD) and Department of State (DoS) portfolio in the Washington, DC area and driving the next phase of strategic growth. In 2010, Mr. Joseph and Mr. Beal became business partners, and Mr. Joseph was named President and CEO. With his ownership, TCSI qualified as a Service‑Disabled Veteran‑Owned Small Business (SDVOSB), reinforcing the company’s deep connection to the federal and defense communities it serves. Mr. Joseph lives in Maryland and is a whiskey, wine, and food enthusiast who enjoys exploring new destinations and experiences through travel.
Wayne E. Beal – Executive VP of Strategic Growth and Technology & Board Member
Mr. Beal entered the government contracting industry in 1985. With a degree in Management Information Systems (MIS), he launched his career in Information Technology (IT), designing and installing Local and Wide Area Networks (LAN/WAN) for a variety of customers. He incorporated TCSI in 1990 while still working for other companies, then formally launched TCSI in February 2002. Under his leadership, the company quickly gained traction and established a reputation for reliability and responsive service. Discovering they shared core values (integrity, teamwork, and professionalism) and a common vision for what TCSI could become, he hired Mr. Joseph In 2004. In 2010, Mr. Beal and Mr. Joseph formally became business partners, with Mr. Beal leading customer-facing operations, including business development and client relationships. His entrepreneurial spirit has driven him to create multiple companies over the years, always with a focus on building strong teams and long-term partnerships. Mr. Beal enjoys spending time with his family, boating, and relaxing with a good Cabernet.
Mr. Hutt is a graduate of James Madison University and a retired U.S. Army Aviator (UH-1, OH-58, AH-1, and UH‑60). During his military career, he served in a variety of key assignments, including Fort Rucker, the Republic of Korea, Fort Ord, the Joint Readiness Training Center (JRTC), Fort Campbell, Joint Forces Command Naples (NATO), and the Pentagon, where he gained extensive operational and leadership experience. After retiring in 2006, he relocated to Huntsville, Alabama, where he began work as a defense contractor for a series of large and small businesses. He joined TCSI in June 2015, bringing a deep understanding of Army Aviation and the defense acquisition environment. Leveraging TCSI’s Blanket Purchase Agreements (BPA) on the Expedited Professional Engineering Support and Services (EXPRESS) contract vehicle, Mr. Hutt established and expanded TCSI’s presence supporting Army Materiel Command (AMC), Aviation and Missile Command (AMCOM)/CPE Aviation, and their associated project offices. Mr. Hutt enjoys spending time with his family and is an avid boating and skiing enthusiast.
Mr. Stevens earned both his Bachelor’s and Master’s degrees from Liberty University and is a retired U.S. Army First Sergeant. During his military career, he served in distinguished units including the 1st Infantry Division, 2nd Infantry Division, and the 82nd Airborne Division, gaining extensive leadership and logistics experience in demanding operational environments. After retiring in 2011 and relocating with his family to Huntsville, Alabama, he began work as a defense contractor in the Armed Scout Helicopter Project Office (ASH PO). Mr. Stevens joined TCSI in June 2015 as a Senior Logistician in the Fixed Wing Project Office (FWPO), where he later advanced to task lead. Demonstrating strong team leadership and customer-focused delivery, he subsequently moved into the role of Deputy Program Manager, EXPRESS, managing multiple contracts under the EXPRESS contract vehicle and helping to expand TCSI’s footprint in the Huntsville market. In December 2025, he became TCSI’s Chief Operating Officer (COO), assuming responsibility for all operational facets of the company and playing a key role in sustaining TCSI’s one-team culture and reputation for high-quality service. Mr. Stevens enjoys fishing and spending time with his wife, children, and grandchildren.
Ms. Greenwell is a graduate of the University of Maryland who brings decades of finance experience in the government contracting industry. Beginning her career in pricing, she has supported organizations at every stage of growth including those transitioning from small business status. Her abilities include building scalable back-office finance functions, implementing efficient business systems, and establishing compliant policy frameworks that meet stringent federal requirements. Known for aligning financial operations with strategic growth objectives, Ms. Greenwell has a proven track record of strengthening financial performance, improving operational efficiency, and enabling organizations to scale while maintaining fiscal discipline and compliance. She resides in Maryland and enjoys biking and hiking with her children and spending time with her family.
Ms. Joseph brings national security and corporate advisory experience to TCSI’s executive leadership. Her background spans elite operational roles within the intelligence community, followed by more than a decade advising defense contracting executives on enterprise risk, high-stakes workforce disputes, and corporate crisis communications. Serving on the Board of Directors and as Principal Advisor to the CEO, she focuses on institutional governance, workforce cohesion, and executive messaging, providing high-level counsel through complex challenges. Her oversight reinforces structural integrity and reputation in support of mission-critical work while ensuring TCSI's long-term institutional stability. Ms. Joseph lives in Washington, DC, and enjoys international travel, exploring culture and the arts, and meaningful time with family and close friends.
