Position Description:
BACKGROUND:

The United States Space Force (USSF) COMSATCOM Office (aka, CSCO) is a direct-report Primary Subordinate Unit (PSU) to the Chief of Space Operations (CSO), USSF, and pursuant to the FY18 National Defense Authorization Act (NDAA) Section 1601(a), is solely responsible for the procurement of COMSATCOM services on behalf of the Department of Defense (DoD). Additionally, CSCO executes United States Strategic Command ("USSTRAT-COM")-designated Consolidated Satellite Systems Expert ("CSSE") duties for COMSATCOM on behalf of USSF. The CSCO is chartered to acquire and support wide-ranging COMSATCOM and related capabilities for United States federal, state and local agencies, foreign partners and other sponsored entities, and is currently resourced through a hybrid Working Capital Fund (WCF) and appropriated funding structure. Pursuant to a Memorandum of Agreement (MOA), USSF retains operational control of the CSCO and the Defense Information Systems Agency (DISA) retains administrative control of the CSCO until such time USSF can also assume all administrative functions (on/about Fiscal Year 2021). The CSCO’s flagship office is currently located at DISA Headquarters, Ft. Meade, Maryland, and is expected to relocate to another location within the National Capital Region on/about Fiscal Year 2022.

POSITION INFORMATION:

CSCO is transitioning from DISA to USSF. As noted above, DISA currently retains administrative control of CSCO until such time as USSF can assume full control o/a FY 21. As CSCO transitions to USSF, it must adapt its current structure to that of USSF. This requires understanding underlying military hierarchies, their operation, functions and CSCO’s relationship to and position within a military branch vice a DoD agency. To navigate this transition, CSCO requires the support of a former senior officer (preferably O7 or above) to provide input and recommendations to CSCO leaders; thus, ensuring coordination of CSCO’s mission withing the larger USSF framework. This position routinely operates at less than full time status (20 hours/week) but can surge as the mission dictates.

PRIMARY DUTIES:

Senior-level Executive Advisor to provide input and advice to CSCO senior leaders on all aspects of CSCO’s mission as it relates to the larger USSF, other DoD services and agencies, and international partners accessing CSCO services.


DESIRED ATTRIBUTES:
Exposure to Military or Commercial Satellite or terrestrial communications is considered a plus.

Qualifications (Education & Years of Experience):
EDUCATION: Bachelor’s degree

PROFESSIONAL EXPERIENCE: The incumbent shall demonstrate ten years IT experience, of which at least five years must be specialized. Specialized experience includes: leadership and management of subordinate technical personnel and management of project schedules, budgets, and progress reports. General experience includes project design and development responsibilities. Possesses superior presentation skills (oral and written).
