Title: Senior Budget Analyst

Position Description:

Duties and Responsibilities:

- Provide administrative and technical input in support of the of multiple contracts, including cost, schedule and overall performance
- Ensure adequate funding is availability by maintaining accurate records of expenditures; submit timely requests for additional funding
- Possess knowledge of and experience utilizing multiple funding appropriations; provide recommendations regarding appropriate use of government appropriated funds
to meet requirements
- Prepare documentation to defend against budget cuts
- Prepare response to request for information (RFI) from management and higher echelon organizations such as PEO HQ, DA and DoD
- Assist in preparation of the Program Management Review (PMR) for the Program Objective Memorandum (POM), Weapon System Review (WSR), P&R Forms, Smart
Charts and milestone documents
- Coordinate with Program Executive Office (PEO) and the Department of the Army on funding issues, obligation status, execution, and future allocation plans
- Provide financial reports on status of efforts, identifying potential shortfalls or possible recovery of funds
- Participate in conducting business tasks with DA, PP&C Branch, Financial Execution Branch, Business Management and PEO Aviation for obtaining APA, OMA,
RDT&E, AWCF and, Customer Funds
- Assist in the development of the POM, BES, UFRs, CRA, Information Papers and response to "what-if" drills
- Work directly with Project Leads to execute funding requirements for engineering efforts, obligations, and contract closeouts within the Product Office, LSF, SSC & PIF
- Establish and execute program plans to include milestones, entrance, and exit criteria, managing cost, schedule and performance
- Manage, develop, and execute documentation required for Contracts Requirements Packages (CRPs), to include but not limited to Statements of Work (SOWs),
Contracts Data Requirements List (CDRLs), Independent Government Cost Estimates (IGCE), and Technical Evaluations
- Assist in near-term and long-range planning; development of spend/obligation plans; coordinate with engineering, logistics, business to ensure requirements are current
- Responsible for the organizations engineers and project leads in tracking all facets of the Aircraft Configuration Control Process from requirements requests all the way
through Contract Award, while overseeing the risks and milestones for existing contracting efforts
  
Develop Commitment Requests (CRs) and send to execution. Proficient in CCAR and working knowledge of GFEBS.
Additional Duties:
*Execute funding for all Logistics Management Division (LMD) efforts
*Develop IOB and execution plan to cover all LMD efforts
*Create, track, route for signature ALL LMD requirements
*Create and maintain database of all CRs for LMD Execution
*Create and maintain database for CR tracking
*Create and maintain database for tracking of LMD personnel and travel cost
*Coordinate and provide feedback relative to spend plan variances throughout the FY
 
Experience and Technical Knowledge:
 
- Experience managing multiple appropriations and possess knowledge of investment funds versus expense funds
- Experience using CCAR and working knowledge of GFEBS
- Experience conducting analysis of past execution trends, programmatic data, and upcoming requirements to prepare budgets and planning models
- Experience working as part of an Integrated Product Team (IPT)
- Perform execution analysis to ensure contract performance is within negotiated parameters.
- Experience building and tracking spend plan to designated execution goals.
