Title: BMD Senior Operations Analyst Utility Helicopter Program Office

Position Description:
Senior Project Office-level Strategic Business Program Analyst working directly with the Business Management Division Chief to disseminate guidance and manage program operations in accordance with DOD 5000.1 activities for an Acquisition Category (ACAT) programs. Provides expertise and assist the Division Chief to manage contract activities and overall program cost and schedule while capitalizing on Acquisition Reform initiatives. Assist with all project-level business management functions across all life-cycle phases of the program, including: Planning, Programming, and Budget Execution (PPBE); financial management; program evaluation; review and analysis; acquisition; contract activities; milestone documentation preparation. Assist with the planning, organizing, and reviewing the activities of program analysts, contract specialists, and budget analysts engaged in performing business management functions at the program/ product/director level. Facilitates the accurate and timely submission of Procurement and Research, Development, Testing & Evaluation (RDT&E) Form reports to Congress. Maintains and updates all Defense Acquisition Management Retrieval System (DAMIR) reports and conducts program planning and financial management functions in accordance with program objectives; develops and supervises improved budget methods, procedures, formats, and justifications; and controls program funding activities. Assures accuracy of the program Integrated Master Schedule (IMS) through continuous oversight of its maintenance. The procurement function involves multiple, high-dollar value contracts of varying contract type. U.S. and Foreign Military Sales programs require execution of annual fiscal programs, records of obligation, disbursement and collection to assure orderly and timely achievement of fiscal goals, preparation and justification of price and availability statements for letters of offer to foreign governments, and Military Interdepartmental Purchase Requests (MIPRs) to other US Government agencies; administration of the fiscal terms of letters of offer assuring the US Government achieves full recoupment of fiscal outlays in the administration of customer programs. Position requires mastery of executive-level organizational program operations, PPBE, and the DOD 5000.1 acquisition process.
