Title: FMS Acquisition Analyst Utility Helicopter Program Office

Salary (Range Based on Experience Level): Negotiable

Position Description:
Facilitate Foreign Military Sales (FMS) contract negotiations as requested by Government Contracts and Acquisition Teams.

Provide technical/logistical/programmatic research, analysis, and recommendations for streamlining the acquisition, modification, and sustainment of UH-60 FMS Cases.

Work closely with Government personnel and participate routinely on various IPTs, and study groups that are considering the acquisition, modification, and sustainment of the FMS fleet.

Collaborate with BMD Acquisition Contract Management (ACM), Business, Engineering, Logistics, and Production teams to plan and develop schedule milestones for upcoming contract actions.

Assist in the coordination and development of documents required for Contract Requirements Packages for upcoming contract actions, to include conducting market research; determining commerciality; coordinating the development of the Performance Work Statement/Statements of Work, Justification and Approvals, independent government cost estimates, inter-agency agreements.

Attend daily/weekly IPT meetings and PM/DPM staff calls.

Develop Acquisition Plans IAW Federal Acquisition Regulation (FAR) and/or Other Transaction Authorities

Develop Contract Requirements Packages (CRPs) to include Statement of Works (SOWs), Performance Work Statements (PWS), Acquisition Plans, Acquisition Strategies, Independent Government Estimates (IGEs), Determination and Findings, and Technical Evaluations.

Assist in the coordination and development of the Data Requirements to include Contract Data Requirement Lists (CDRLs) and Document Summary Lists (DSLs).

Develop and track milestone schedules in accordance with Procurement Acquisition Lead times (PALT) goals.

Develop contracting strategies to include traditional FAR/DFAR contracts, Other Transaction Authorities, Multiple Award Indefinite Delivery Indefinite Quantity Contracts.

Coordinate with technical POCs from multiple agencies on requirements development, delivery requirements, quality assurance, and special provisions.

Assure packages comply with the FAR, DFAR, Army Contracting Command Acquisition Police and Procedures.
