Title: Proposal Manager

Position Description:
TCSI, a rapidly growing SDVOSB, headquartered in Virginia and geographically centered in Huntsville, AL is seeking a proposal manager to lead our proposal generation capability. Our ideal candidate is a self-starter with DoD and Federal Agency proposal experience who can maintain our current processes while developing a greater capacity within the company regarding standardized processes, knowledge/data management, and AI incorporation. The candidate must be able to integrate with an already cohesive team who has won work by doing what each proposal demanded but recognizes the need to better leverage our portfolio to capture new business. The candidate must be able to manage competing, time-sensitive, priorities and effectively direct personnel and other resources. The position allows for working remotely.
Duties will include, but are not limited to:
• Lead TCSI’s response to Requests for Proposals (RFPs)/Requests for Quote (RFQ) originating from a variety of Department of Defense (DoD) organizations and other Federal Agencies. Examples include EXPRESS, OASIS+, SeaPort NXG, RS3, and GSA.
• Reporting to the SVP, BD, the Proposal Manager will:
o Facilitate discussions to bid or not to bid
o Collaborate with the capture management team
o Identify client priorities and win themes
o Create and execute a proposal project plan
o Conduct market and competitive research
o Hold kick-off and debrief meetings
o Manage the proposal team (anyone contributing to a proposal including teammates)
o Ensure proposals and presentations are brand compliant
o Report proposal progress to executive management
o Submit final proposal for consideration
o Maintain the RFP response knowledge base
o Prioritize RFPs based on the likelihood of winning and value
o Track RFP data and win rate
• Lead initiative to integrate AI into proposal generation while also demonstrating non-supported ability to write, edit, and review proposals.
• Collaborate with cost/price personnel and other company SME to ensure continuity between technical response to an RFP/RFQ and pricing.

• Build strong working relationships with TCSI management, other companies and stakeholders, and peers through timely, consistent, transparent, and effective communication.
• Plan, organize, and manage complex proposals simultaneously while providing innovative and executable options to resolve challenging proposal issues.
• Utilize all available tools, spreadsheets, databases and the Microsoft Office Suite to efficiently manage proposals and clearly communicate status.
• Remain responsive and flexible to organizational and RFP/RFQ changes.
• Strong oral and written communication skills.

Qualifications (Education & Years of Experience):
Minimum Requirements:
• Minimum of 10 years hands-on experience working proposal development process.
• College degree.
• Ability to travel, if required, in performance of work.
