· Develop life cycle cost estimates/Program Office Estimates (POEs) to determine the total cost of the program.
· Assist in the development of Procurement (P-Forms) and RDTE (R-Forms), Strategic Portfolio Analysis Review (SPAR)-Program Objective Memorandum (POM) briefings, and Army Program Budget Briefs (APBB).
· Develop Independent Government Cost Estimates (IGCEs).
· Provide responses to both external and internal Requests for Information, supporting PEO, DASA-CE, and Congressional inquiries, providing concise responses as required, and fully document the approved response.
· Review, analyze, assess, and develop cost estimates for analytical studies, program projects, and existing programs, providing insights to senior decision makers to inform and recommend budget decisions.
· Develop comprehensive and easy-to-understand presentations and be able to communicate the information effectively.
· Work within an integrated product team (IPT) to gather and assimilate cost/technical data.
· Additional responsibilities include contract Proposal/Technical Evaluation/Negotiation/Pricing support.
· Bachelor’s degree in fields such as Engineering, Mathematics, Economics, Statistics, Operations Research or related disciplines. Master’s degree is a plus.
· At least two (2) years of experience performing cost estimating/analysis duties in the Department of Defense (DoD)/military arena,
· Automated Cost Estimating Integrated Tools (ACEIT) or similar cost estimating software (e.g., Integrated Financial Cost Model/IFCM)) experience is preferred (not required).
· Knowledge of the Department of Defense’s (DOD) Planning, Programming, and Budgeting System (PPBS), specifically the Army, is desired.
