Total Computer Solutions, Inc. (TCSI) is deliberately structured to have a short reach from employees to owners. This allows us to operate as a family unit where expertise and ability can be shared and where everyone has a role in the success of the company. TCSI is led by two owners and a small staff dedicated to servicing our customers and growing the company while preserving our family culture.
Joel Joseph – President & CEO
Mr. Joseph is a veteran and former commissioned officer in the United States Navy. After his service, he became a contractor at Headquarters, Department of the Army (HQDA) and at the Office of the Secretary of Defense (OSD), where he was integral in rebuilding efforts post 9/11 at the Pentagon. Mr. Joseph has been with TCSI since 2004 where he initially led the multi-year OSD-CIO email consolidation effort, which brought all 16 OSD components into a single unified email system. In 2007, after completion of the consolidation project, he became TCSI’s Chief Operating Officer (COO) overseeing TCSI's growing Department of Defense (DoD) and Department of State (DoS) business in the Washington, DC area and guiding the next level of growth for TCSI. Mr. Joseph and Mr. Beal became business partners in 2010 when he was named the President and CEO, resulting in TCSI becoming a Service-Disabled Veteran Owned Small Business (SDVOSB). He lives in Maryland with family. Mr. Joseph is a whiskey, wine, and food enthusiast, and enjoys travel.
Wayne E. Beal – Executive VP & Founder of TCSI
Mr. Beal began working in the government contracting industry in 1985. With a degree in Management Information Systems (MIS), he started in IT where he designed and installed local and wide area networks. After working with several companies, he incorporated TCSI on paper 1990. In February 2002, TCSI began in earnest and quickly achieved a level of success. Hiring Mr. Joseph in 2004, the two found they shared core values and a vision for the kind of company TCSI could become. In 2010, Mr. Beal and Mr. Joseph became business partners with Mr. Beal managing customer facing operations (business development and client interface). Mr. Beal has an entrepreneurial spirit and over the years has created multiple companies. He enjoys his family, boating, and a nice Cabernet.
Thomas E. Hutt – Sr. VP, Business Development & GM of Huntsville Operations
Mr. Hutt is a graduate of James Madison University and a retired US Army Aviator (AH-1, OH-58 and UH-60). His military assignments included FT Rucker, Korea, FT Ord, JRTC, FT Campbell, JFCS NATO, and the Pentagon. After retiring in 2006 and moving with his family to Huntsville, AL, he began working as a defense contractor for a series of large and small businesses until joining TCSI in June 2015. Leveraging TCSI’s Blanket Purchase Agreements on the EXPRESS vehicle, Mr. Hutt established TCSI’s presence supporting AMC, AMCOM, PEO Aviation and its supporting project offices. Mr. Hutt enjoys spending time with his family, boating, and skiing.
Dr. James Roy – Senior VP, Business Development
Dr. Roy holds a Doctor of Management in Information Systems and Technology and is a retired Air Force Officer who held executive level positions associated with the operational worthiness of fighter aircraft. Upon retirement, he worked for sizable professional services and information technology companies where he oversaw the design, development, implementation, and support for large IT architectural infrastructures for various key government agencies. Dr. Roy joined TCSI in 2016 as a Senior Vice President for Business Development for TCSI’s, Government Solutions section. The Government Solutions section provides a broad portfolio of professional support services encompassing all elements of an IT organization, the people, process, and technology. As the SVP of Business Development for the Government Solutions portfolio, Dr. Roy's goal is to align Total Computer Solutions core competencies with changing customer requirements.
Neal Petree – Senior VP, Business Development
Mr. Petree is a graduate of the University of South Florida and a retired US Army Aviator. His military assignments included 25th Infantry Division, Flight School at FT Rucker, 101st Airborne Division (Air Assault), 2nd Infantry Division, 1st Cavalry Division, 82nd Airborne Division, PERSCOM, CH-47D Battalion Command in Korea, Industrial College of the Armed Forces, Deputy Chief of Staff, Operations (DCSOPS), FORSCOM Aviation G3, Brigade Command at FT Rucker, and US Central Command J5. After retiring in 2005 and working as a contractor at USCENTCOM, he moved to Huntsville, AL, where he continued working as defense contractor for a series of large and small businesses until joining TCSI in November of 2022. Mr. Petree is focused on TCSI’s awarded IDIQs for Responsive Strategic Sourcing for Services (RS3) and Seaport NxG. Leveraging these two contract vehicles, Mr. Petree manages TCSI’s efforts to support RS3 requiring agencies and organizations as well as our Seaport NxG presence supporting NAVAIR and NAVSEA inclusive of their subordinate commands. Mr. Petree lives in Melbourne Beach, Florida with his bride Karen and their new puppy Chloe. Boating and beach time are favorite activities except when it's time to visit 11 grandchildren.
Shane Morris – VP, Business Development
Mr. Morris entered the US Army, Infantry Branch, in 1995 with the 101st Airborne Division (Air Assault) before his commissioning into the Army Aviation Branch in 1999. As an Aviation officer, he served in a variety of command and staff positions within the 18th Airborne Corps. Mr. Morris holds a bachelor’s degree in Aeronautical Science and two master’s degrees in Business and in Aerospace Engineering. He holds FAA certificates as a Fixed Wing Instrument, Commercial and Multi-Engine Rated Aviator, as well as Certified Flight Instructor and an Aerobatics qualification from Embry-Riddle Aeronautical University. His military aircraft qualifications include the UH-1, OH-58, and CH-47D/F as a Pilot-in-Command and Instructor Pilot with over 3,700 hrs. Mr. Morris was assessed and joined the Army Acquisition Corps in 2009 as a Program Management Officer supporting Aviation programs predominately throughout his tenure at PEO Aviation and Special Operations Command. Upon retirement in November 2019, he began working as a defense contractor in the Aviation & Missiles community with a SDVOSB in a variety of roles to include the Apache Logistics PM and Vice President of Aerospace & Aviation Strategy. In June 2023 Mr. Morris, joined TCSI as Vice President for Business Development for our Aviation & Missiles portfolios.
Wayne Stevens – Deputy Program Manager, EXPRESS
Mr. Stevens holds a Bachelor's and Master's degree from Liberty University and is a retired US Army First Sergeant. His military assignments included 1st Infantry Division, 2nd Infantry Division, and the 82d Airborne Division. After retiring in 2011 and moving with his family to Huntsville, AL, he began working as a defense contractor in the Armed Scout Helicopter Project Office (ASH PO). Mr. Stevens joined TCSI in June 2015, initially working as a Senior Logistician in the Fixed Wing Project Office (FWPO). Mr. Stevens then moved to Deputy Program Manager, EXPRESS. In this position, he manages operations for TCSI’s EXPRESS contracts. Mr. Stevens enjoys fishing and spending time with his wife, children, and grandchildren.
